NMHI different pack voltages, charged, off load

I have two 24volt nmhi packs. Pack A say is rather old and was 6000mahr. It still functions at about 4000mahr.
Pack B,8000mahr, is just two years old and is still improving.
This is the surprise. I charged both packs and allowed them to settle and then measuring the pack voltage and found that the no load terminal voltage was about 1.2volts lower on the new pack,B. I had not noticed this before and concluded that pack B must have a failed cell. I opened the pack and measured a couple of cell voltages and found them to be exactly the same and 1.2/20 volts per cell lower than the cells in pack A. I was only sampling two cells as I did not want to take off all the insulation but it looks as if the new (German) cells have a slightly lower voltage. I cant find reference to this but would love to know if this could be the case? Or have I been unlucky with my sampling?
