Old scooter motor and control gear?

i have stripped all the parts from my sons old 24v electric scooter.
The frame welds failed so it was put away years ago.
i have managed to get everything running again
would the 250w 24v non geared motor power a bicycle through a freewheel crank or would i be better off down another route.
