sounds more like the sort of cyclist trying this kind of "cheating" would have moustachios and wear an old style flying helmet, have a pet dog with an odd bark and a tendency to chase pigeons

Alarm about nothing. The sound of this type of small motor cannot be hidden, they might be visually stealth but certainly not aurally.
