Restrict a speed model?

Hi All, new to all this, I was wondering is it possible to restrict an unrestricted “speed model” that requires registration etc., in order that it doesn’t require said registration? If so, how would that be achieved?. Sorry if this has been asked before but couldn’t find anything.

just ride it plod dont care had dongle since 2014 and never had a problem.

Don't see the point in bothering, just get a restricted legal bike.
Any s-ped is still illegal whether restricted or not.
