Interesting, and probably all part of the crackdown on their scooter-like 20 mph machines. They've said the are introducing EU style 250 watt pedelec law gradually to eliminate them so licencing will help that process.

That doesn't surprise me. When the Chinese government announces a measure it's usually fairly certain they will enforce it in a way unfamiliar to us. It must feel strange to the population, living in what seems western like freedom for many years now, and yet sometimes suddenly subject to rigid enforcement that can change lives so much.
