Slightly different sort of throttle

Saw this on ebay as I was looking for something else and wondered if it was usable to any one on here.

It's cheap and looks a bit more weather proof than most but not being an electrical expert I'm not sure if it would be of use.

Fitment: Suitable for most of Electric bike with 7/8"/22mm handlebar.
then;
2. Please allow 0.5-1 inch difference due to manual measurement.(1 inch=2.54cm)
