Smart Charger for Li batteries

Having been researching the purchase of an electric bike I notice the 2 year wall relating to the batteries. Does anyone know if the battery manufacturers are researching the development of a smart charger that would improve the life of a lithium battery in a similar manner that the 'Optima' chargers did for lead acid batteries. Alternatively is this an opportunity for a third party developer to look at as it may be not in the interest of the battery manufacturers to put a product on the market that will reduce potential sales.

E-bike lithium batteries don't use smart chargers since this is a function of the internal battery management system (BMS), not the charger.

In other words they all smart charge already under the cell by cell control of the BMS.
