The way I read it, it's a known problem that ebike converters have identified and learnt to deal with. My understanding is that the axle moves down in the drop-out so that there's sideways pressure is on the lawyers lips, which forces the drop-out apart until the front breaks off. It's no problem if you have properly fitted washers and nuts/skewers tightened properly.
For conversions and OEM bikes with front motors, there's no problem unless the first washer or nut doesn't fit completely within the dimple. When you convert, that normally brings the problem, so you have to deepen the drop-out, use eccentric washers or C-washers. Nothing to worry about, but be careful when fitting your front wheel to make sure that nothing touches the lawyers lips.
