Yes, the UCI have strangled bike design for some 85 years now. Their banning of recumbents back in the 1930s led to the creation of the HPVA, (Human Powered Vehicle Association), both national ones in each country and the international IHPVA. Their policy is to include any vehicle that is human powered, the complete oppposite of the UCI.
