THOMPSON CLASSIC ELECTRIC BIKE NEED HELP

hi just got myself an electric bike thompson classic

there is no longer enouth power to pull me along

and the motor makes a funny noice at the start like a whistle then carrys on but you can stop it by hand

tried it when pluged into mains charger but same thing

would you say the motors had it was thinking of buying new motor but dont want to waste money if not that

any help would be apreciated
