Very interesting. They seem to think that they're legal. Their FAQ:

Can a twin-engine bicycle get certification?
Yes, French legislation allows it. The bicycle cannot exceed 250 watts and 25 km/h (15 mph).

I love this bit:

What is the engine power?
European certification requires that the combined power of the engines not exceed 250 watts (on both wheels) when propelled.

However, power and torque are two different concepts, and the dual motors will give you a much stronger torque (Tork: 90 Nm in extreme peak) without exceeding 250 watts (which means more acceleration).

During the regenerative braking process, the engines can generate up to 1,000 watts.

If the motors can regenerate 1000w, they must be able to run at 500w.

All said and done, I wonder if they have certification, which would set a precedent.

Can rather than will.

Two motors without freewheels isn't going to make it pleasant to pedal over the limit assist or without power.

Since the Lynch 250 watt rated trike motor can hit 4kW gross at near stall speeds with immense torque, I assume their claim of a 250 watt rating with extremely high torque is legally possible.
