Would this charge a battery once

It says the battery inside it is a 12v, 17Ah = 204 Watt Hours... and then the inverter on there would only be about 85% efficient... plus the bike's charger would be about 85% efficient... So you'd get about 147 watt hours into your bike battery.

Not enough to fully charge any e-bike battery out there, but enough for a top-up.

Yep - the inverter is a far better option. That way you can always start the car's engine and burn some fossil fuel to get extra watt-hours.
