There is scope here for an enterprising vendor to commission the development of a properly tested and certified battery using LiFePO4 cells, which do NOT have the same unstoppable-fire risk. It'll be a bit bigger (12 cells for true 36volt) and heavier for a given Wh capacity, and it may need a different charger - but it would not be "Lithium Ion" and *should* sail past any nervous-landlord blockades.

Sunstar's documentation didn't keep pace with product development (my higher-voltage battery and LCD display didn't feature in any of the info that I had with the conversion). Nonetheless, perhaps your dead battery was one of those here? (If there's interest, I could try to find a backup copy of the whole document. Bike and docs have moved on to another owner.)
