May 2, 20187 yr Class it as an electronic device, it is more then just a battery It is protected by a electronic BMS so as such isn't just a battery that is encased. Woosh, Insat/BGA & Nkon to name three use couriers to send batteries/cells & a fourth Hobbyking. Though these are business's so may be easier.
