Bought a car with a tow bar already fitted, so bought a bike rack to put on it. Problem is when rack is fitted, it does not sit level. When looking at the towball, it seems the small flat bit at bottom of the ball is not level. Should this flat bit sit level.

I can't give you a direct answer but iirc when I used to fit my Thule rack to the towbar ball, I never had to think about levelling the bike rack, it just was.

 

So maybe your observation about the ball is the cause then?

 

PS - I no longer have a towbar to compare with.

I never had to think about leveling the bike rack too.

i had similar issue but when i change the bike rack then my issue have fixed i want just tell you that you should change the bike rack maybe this way your problems will fixed....

Why not take a file or angle grinder to the ball and level the flat. That would be easiest if that is the problem.

Normally the flat bit should sit level. You might want to check if the towbar is mounted correctly or if the ball has been replaced with a non-standard part.
