I've a Hailong 3 36v battery and I cant get it to power up.

When I first got it, it took a couple of switches on and off to get it to stay on, now I cant cant get it to stay on at all.

I've wired up some lights to the battery and when I switch it on they flash once.

Initially I thought it was the main switch on the battery, but I am now thinking it could be the BMS.

Would a faulty BMS cause a fault like this?

It could be a short outside the battery. the BMS has over-load protection, so it'll switch off in that case. more likely, it's the main switch if it was already faulty. Try shorting it out where it connects to the BMS.
