15 digit number may well be the vinThat's sort of the point I've stripped all the panels off and can't find any sign of it ever having a VIN. There seams to be a 15 digit number on the frame, which makes me think it might be classed as a bike?

The 15 digits are all numbers the VIN is always 17 and includes letters. It might be a frame number. I don't think it's been registered although it's not new. The only option you have is to take it through Motorcycle Single Vehicle Approval (MSVA) testing, but to do that it will need a VIN number. The styled name on the front appears to be "Power" as far as I can see, so you could use that as the make.Thanks for the information I wonder if they'll give me a VIN without a make or model? Maybe I get to name it?
No it is in English, and underneath it says Fashion Power No: 1 with the word fashion in a different colour.That sounds promising. Is that a translation and is it Chinese?
