    The european standard EN15194 is as far as I know is not a legal requirement from the riders point of view. But I think if a retailer sells a bike ( or kit) and claims that it complies with the EN15194 (2017) standard, then as far as I can see, the following is suppose to apply.

    I noticed on the last two hub motor kits I fitted, the spokes are not interlaced at all, leaving a gap at the crossover. On all kits I have fitted so far, the spokes needed checking/tightening several times before they bedded in.

    I think when you ask 'How Legal is a kit......', you need to distinguish between 1.Legal to Manufacture 2. Legal to retail/sell (business or private / domestic or import, new/used etc.) and 3. Legal to own/use on private land etc 4. Legal to use on a public road. etc....etc
