    (I feel the UK is dominated by seeing cycling as a sport and often quite macho, where other countries have a strong utility cycling tradition and a lot of pedeleccing fits quite well into that tradition)

    As Soundwave linked to earlier in the thread Wisper offer fully legal full throttle individually type approved bikes. I think Woosh bikes will mostly work without pedalling too, although I think you have to pedal initially to get the throttle to work. Check with @Woosh Tony
