A throttle use depends on how it is configured to be used, illegal if twist and go without pedalling. if a throttle ceases to work when not pedalling then it isn't ilegal. Legal as twist and go if only propelling the bike up to 6km/h walk assist.

P1 seems very high , which hub motor is it ? P5 15 - 20. C4/2 is speed limit specified, when you enter in to C4/2 it should show the limit set. This may be affected by P1 being set wrong. Bar that if still having issues, try a reset with C10.

Check all of your connections including the Julet motor cable joint . Other wise double check all of the setting parameters again.

You don't need the CF feet , a pair of rachet straps are needed to hold the box firmly in place.
