    I'm not convinced that PAS and throttle wiring are 100% correct and really find it unsual to see PAS having a white wire as signal. Have you physically traced the wiring to snure it is correct or ar ejsut assuming it is correct.

    Those figures are good, your 03 error then is a wire issue so somewhere you have a faulty wire /connection. Make sure the motor connector is pushed 100% all the way in or has no bent misaligned pin inside.

    The controllers don't cover triple voltage as they dual voltage models, either 24v/36v or 36v/48v.

    Confirm your battery voltage please as you have stated 26v ? C12 4 is the default setting but if your battery is 26v then no wonder the bike doesn't work.
