If the wheel freed up once the motor cable was discinnected then the controller is faulty. your issues aren't numeruous but their are two issues one the controller mosfet/s have blown and two the hub motor has a failed Hall sensor or two.

I think if you want ot use the s866 one has to look for Brainpower brand controller on ebay. If you want to use the KT controller then you need a KT lcd 3,4 ,5, 6,7,8,9 10,11 or 12.

The Hall voltage is fairly static, there is isn't enough variation in the voltage for the speed reding to work as the magnet passes by. Try the same test with ACW slow rotation, if still only 2.68 - 3v then needs a new Hall sensor or one can fit an exterior speed sensor and spoke magnet.
