Check the 5v is ok, one can use any of the peripheral wiring to test as the 5v is a common rail used in the controller. One will need the controller power on then select the PAS or throttle controller wire connector and probe the 5v/ Red & Gnd/Black one should see 4.5 - 5v.

The tester is no good with waterproof connectors, it is for block connector type wiring.

The issue even with new stuff is the failed motor hall sensor/s they will need replacing or one can try running sensor less. Also one needs a KT display that has the extra L parameter settings, L3/0 setting allows the controller to run without Halls.

The more voltage one uses the less current one needs to supply for the same power, but in the scale of things 4v isn't going to make much difference.

41v is a bit low for the charger, unless they use a custom BMS that balance at less then 41v.
