I think the bone of contention is getting insurance. You are not supposed to ride it without insurance (and helmet). You can't get insurance unless it's registered. You can't get it registered without the bike is typed. You can't get it typed if VOSA knows nothing about it.

It depends how much is the human input. The OP is a fit cyclist, if he only wants to ride at around legal speed (15mph) with strong headwinds (say 10mph like in the last few days), he can probably input 5-10NM at would only need around 20NM, crank drives can do that and offer longer range.
