There is no legal power limit. The rule is that the motor must be rated at no more than 250w. how much power you put through it is up to you. The rating is what's on the label or in the listing, nothing to do with how much power it can handle.

The 4-wire one is probably a programming cable. The other two look like they're for front and rear lights. measure each wire from ground with the light switch on to see what to connect to them. According to the manual, it's 6v and 3w. You have to be very careful not to overload it.
