Put it on a timer so power is automatically cut, the cheapo ones usually work ok with out issues. Some of them are a bit quirky and if the battery voltage is about 80 - 90% they refuse to charge unless discharged a bit more.
That is a poor show not bleed/top up the reservoir, it may have been an error and just missed but would put me off returning. Their small mistake has cost them a customer.

Well done CB for posting some nice honest thoughts on them, they probably were never going to be fantastic but for an average rider who likes just to pootle about they may be an option if cable braking is a bit iffy.
If you are only seeing a 40v output form the charger then yes it is faulty, it should output 54.6v even when not charging.
One can buy a charger cheaply £10 - £20 with the correct charge connector, if unsure of which you have post a pic of the connector.
Tubeless is a faff, seating tyres then re priming also. I find my presta valves keep getting blocked so have given up. Back to tube tyres for me, I carry a spare or use a Gaadi and carry a small micro foot pump and patches.
Tbh any cell under 2v can't be trusted 1.25v average means it really is only suitable for the recycling bin or the cells might be used as torch batteries.
There's nothing magical about ebikes that use hubs motors, all parts are of a generic specification.

27v is often still not high enough voltage for a lot of BMS to recognise so may still not charge. Most branded cells have a min 2.8v discharge and a hell of a lot of BMS will want to see at least 3.0v or more. 27v for 10s is only 2.7v.
I have never taken a bike to LBS ever for any maintenance, I do it all my self. Build wheels, complete bikes, regrease bearings, bleed brakes etc etc, much more kudos to learn to do ones own maintenance.
If it's a bosh or yamaha battery then no shop/dealer will repair it and in their eyes it is scrap for recycling, your only option will be a diy attempt to see if it can be salvaged.

If it has the two part water proof motor connector, check that the motor connector is pushed fully back together properly other wise one will not get the proper phase /hall wire connection.
Other wise one will have to inspect the wire entry into the motor for damage.
