    The two wire one is no use, it is likely for a brake sensor , only that three wire one is a likely candidate. Makers name of the controller, Lishui possibly ? Yellow is likely the signal with Black & Red logically being the Gnd & 5v, though a meter will tell you the later two.

    If it is a speed controller which it sounds like it is, they give batteries a much harder because they demand high current all the time. They reduce range by quite a lot.

    25v is getting low 3.57v per cell group, 22.4v (3.2v) is about the minimum to go. If you see the same voltage in all power levels then it sounds like the controller is a speed controller which gives max current in all power modes with each one having a different max set speed.

    If P2/5 works for you then fine, P2 1 or 6 is usually the norm. 48v is the nominal battery voltage its usable voltage is 40v - 54.6v, though ideally as as PC has mentioned 44v is a safer lower voltage per cell group at 3.38v.

    The Crossfire doesn't carry out any special hand shaking so it should be ok. Others have have replaced the Suntour TSBB & controller with other electronics and continue to use the existing battery.

    For load test using high PAS isn't enough as that is just a simple no load test, there is little resistance., You need to see how the voltage fairs by gently applying the brake at the same time to simulate the ride, try low and medium PAS as well.

    24v is your nominal voltage. The batteries are usable though depends which of the load voltages relate to which battery charge.
