    5.5 miles even with hills won't be an issue. Look for a bike with 5 levels of PAS, if the controller uses current control/torque control then each level of PAS will give more power. On flat parts PAS 1 or 2 is plenty power wise and then on hills use one of the other three power levels of PAS.

    Buying <1k will do the job, it will be a hub motor. Look at reliable branded bikes from the likes of Woosh, Juicy, Kudos who have been selling ebikes for many years. Alternately speak to Woosh abut converting your mtb. For flatish 5.5mile journey look at the Woosh Karoo or Kudos offering.

    The phase bullet connections are often a weak link as vfr often tells all to solder directly or I use a better rated connector like MT60.

    An option if you have a small 6 fet controller is to upgrade controller to a larger model with 9 or 12 fets, controller will then operate at a lower heat level as more fets to take the load and heat.

    Sounds like controller cutting out/thermal cut out. Mosfets have a max op temp and probably these reaching the limit in pas 5 and temporarily shorting causing the cut out (once they cool down they work again). Your controller isn't vey accessible so you can't hold it to see how hot it actually...

    The 6 fetters run to hot in high pas level on inclines at a slower pace. My one got so hot I couldn't hold it, the 9 fetter runs cooler it gets warm but not so uncomfortable I can't hold it.

    KT lcd lvc is 30v @36v & 40v@ 48v, 24v is 20v which is low at 2.86v per cell. C12/4 is the normal setting for 20,30 or 40v lvc you can raise lvc by up to 1.5v using value 5,6 or 7 with each value being +0.5v higher.
