    Leaving the EU

I think you may be mistaken, since we have a precedent. Short of workers, long ago Germany encouraged migration from Turkey, virtually all Muslims. Now overall, the number of German residents with origins in Turkey is approximately 2,998,000 or approximately 3.7% of Germany's population. One...

    What model/make is this?

Probably the illegal Chinese rated motor then, commonly about 700 watts. These shopper-style e-bikes are usually imported as legal 200 watt versions by reputable companies, and those perform as I indicated. Either way, pedalling isn't practical due to the very low pedal gearing, leaving one...

    Leaving the EU

Angela Merkel isn't insane, she is merely a politician with all that implies. For example, throughout her career she was always an ardent supporter of nuclear energy, against the general tide in Germany. But when there was a chance she could become Chancellor and realising that would never...

This whole matter of throttles is under discussion in the EU in relation to L1e-A, but from the links previously posted by shemozzle there are interestas arguing against them being allowed, even on that class. We'll probably have to be patient to see what way the the issue goes, but we know the...

I doubt they would, this opinion based of the fact that they advise use of current SVA for single vehicles in their latest advice notices. I think that by 2018 they may have put in place a suitable VCA SVA class for EAPCs. .

    What model/make is this?

Yes, similar to those Thompsons bring in from China. Unusual size 22" wheels, these are typically single speed very low geared pedalling, 24 volt SLA battery, not capable of more than 12 mph. .

Of course this is hypothetical until January 2018 when we will know if there is a UK type approval method for EAPC's. I think that until then an appeal to the DfT to intervene to block a prosecution woudl be successful, expediency again to avoid the impossible situation of there being no...

Basically you maintain that the EAPC regulations are what matters in the UK, and the DfT's notices appear to support that. However, when called upon to support that view, they did the reverse and backed 168/2013 as the law on usage. In brief, in 2012 a traffic officer attempted to prosecute an...

    Smart Ebike

Yes indeed, few e-bikes have regen simply because it's rarely worthwhile. During one review of a Giant e-bike with regen, the highly experienced A to B magazine were unable to detect with certainty if the regen was even working! Regen becomes worthwhile on much heavier vehicles which travel at...

The DfT don't appear to accept your reading of the position. In response to inquiries throughout the 12 years between 2002/24/EC and the 2015 they maintained that the position was unclear and would need to be tested by the courts to be sure. Here's a link to their guidlines in October 2005 to...

Not so. New pedelecs could not legally have a throttle after 10th November 2003, the date when parliament adopted into UK law the mandatory EU order 2002/24/EC. From that date the EAPC regulations were illegally in conflict with the EU law which has primacy. The 2015 ammendments to the 1983...

How on earth does he get away with this?

I won't answer every point, since that would simply be repeating what I've already posted. But two points: The circa 20 mph general cycling speed is unique to Britain in the EU, for the recent sport riding bias that I mentioned. Throughout the rest of the EU the speeds are far slower...

    Leaving the EU

Surely that imbalance is not only to be expected, but is also not in our favour. The mainland EU has a population of some 400 millions, the UK has a population of 64 millions, that's 6.3 to 1. With something roughly approximating to a 2 to 1 ratio in fact, the UK doesn't seem very attractive...

I'm afraid not. Exemption (k) means it doesn't have to be type approved, but the EAPC law as amended says power must stop when pedalling ceases. The DfT's failure to mention those low recumbents can mean there's no avenue to have throttles on those, since only type approval make that possible .

All two wheel powered vehicles fall under 168/2013 unless specifically exempted. A throttle pedelec isn't exempted so falls under 168/2013 rules on L class motor vehicles and therefore is one. Pedelecs being exempted from type approval means they remain recognised as being just bicycles...

How on earth does he get away with this?

True, but not understanding what a pedelec is for is their problem. Your last line say it all, they want a law to enable them to dodge the law! That's never going to happen! :D But that is not a typical cycling speed Neil, it's only arisen since the British largely abandoned cycling decades...

1-1-2016 Today's Change in the Law.

Not a red herring, 168/2013 makes it clear that anything not exempt is a motor vehicle needing type approval. DfT previous and very recent advice documents have maintained the same. That is why I say their ruling that a throttle e-bike will be considered an EAPC is nonsense, proved by the DfT...

How on earth does he get away with this?

Only the restriction makes them slow. The S class bikes all used to be based on standard 250 watt pedelcs using exactly the same motor and controller, just without the restriction. Those with limited gear ranges assistd to about 22 mph, those with more extensive gear ranges like 10 speed or...

    Leaving the EU

Of course China has long had a variant of this with their one child policy which has been very successful. Their population was heading for 2 billions when they introduced it and it would certainly have been well beyond that now if they hadn't acted. Instead it's now 1.4 billions, but as with...

Thanks Flash, that illustrates how far this sort of controlling society can go. With all that to read, the one sign they couldn't have was "No Loitering". :) .
