What a nanny state we are. EU sucks, we should go back to running our own affairs. Too much silly regulation from EU. You can't even buy vitamins now with the EU stating the strength of them, it's getting ridiculous.

Yes, it will be interesting to know exactly what they are. I think that L1Ae limitation to 25 kph with no 45 kph concession possibly indicates that it's a band with more power but requiring no insurance, similar to legal pedelecs. That would be very useful to disabled users.

But surely not that useful if there is no throttle and you still have to pedal all the time?

That class or one of it's three sub classes might have a throttle permitted Colin, that's why I'm intrigued about the details. The one current class immediately above the legal e-bike is also limited to 25 kph but throttles are allowed. That's called the low powered moped class, but refers to pedal cycle types.
