It looks like a bike shed roof made of solar cells / charging point - not a solar powered bike !

The bike itself looks like a triumph of form over function.

Of course it's not solar powered bike, it's a solar powered charging system for the bike's battery.

This added to them saying the bike provides some power for uphills hints at limitations, so no breakthrough. Seems to me more a way of publicising their new panels rather than a serious attempt at a novel e-bike.
