Controller Peak Watts

With watt meter attached, what is the way to get a controller to it's peak watts if you wanted to do the shunt solder mod in the garage and not go out up a hill after each small bit of solder is added? Can it be done not connected to the bike wheel?
I'm sure when I throttle spun my wheel off the ground it was only a small watt reading, or do you have to throttle up with the brake on held tight for so long?

Find a 15% hill and go up it as fast as you can.
If you try to max out the controller indoors, just think of what would happen if the motor dumps 700W into the rim or the brakes, you'll smell burning within 5 seconds.

You lift the wheel off the ground, give it full throttle and then slow the motpr right down with the break. Naturally, you have to disconnect the brake wire first.
