Unfortunately, the journalist couldn't be bothered to learn about the rules for ebikes, so no reason was given. I'm not expert but I would have thought that strapping a battery to the back wheel would be the worst place to install it. All the wires would get tangled up when you tried to ride it.Unfortunately, the journalist couldn't be bothered to learn about the rules for ebikes, so no reason was given. She gave the impression that fixing a battery to the back wheel makes a bike illegal.
The interesting bit was that he was caught on a cycle trail by three plain clothes officers riding bikes, so either they set a trap for him or they were checking all ebikes on that trail.
