It can be used legally in the UK as a moped, so as long as the maker or importer gets EU type approval, it can be imported and sold without problems.

I can't see the point of the fold though. It doesn't reduce its size much and it would be too heavy to carry. Also at a maximum of 1500 watts it's very underpowered, this type of scooter needs around 4500 watts minimum to be just about adequate on hills.

The type approval for it to be sold for legal use would cost several thousand pounds, so it might not be thought worthwhile for the very limited sales it would have.
