Sorry Dave, no it's just a standard Bafang.
Standard Bafangs have a connector about 12" from the motor!

You have all the symptoms of a damaged motor lead. Probably a hall signal wire is broken inside the insulation. You need to measure the voltage between the black and each of the three signal wires while you turn the wheel slowly backwards. You should see the voltage switch on and off to 5v when you turn the wheel.

The controller will sense the hall connection, so try to run with them. Did you try just leaving the hall connector unplugged so that the controller switches to sensorless mode, which should work unless the phase wires are damaged or the controller is faulty?
