Hub motor slow to start and cutting out

I've bought a very cheap front hub motor (250w 36V). It takes about 4 revolutions of the pedals before the motor kicks in and it is intermitantly stopping. I have tried with and without the brake cut out (to rule this out). I've moved the PAS closer (it's currently 2-3mm from the ring. The ring has 8magnets. I've increased the PAS sensitivity setting (although this seemed to make little difference). It's a SW900 displace and a generic controller rated for 15A (it's set to 12A in the display).

Is there anything else I can try or is this just a cheap motor so patchy reliability?

Try a 1mm gap or less.

Any issue is to do with the cheap control system and not the hub.
