There's an offer joining the British Cycling Union on another thread, get a free pair of lights and access to reasonable insurance.

Make sure the insurance covers self builds, the insurance I have had a clause that excludes self build ebikes.

I would be concerned with any kit bike, many if not all have the facility to up the top speed beyond the legal 15.5mph either by changing the wheel diameter setting or in some cases altering the maximum speed. That includes some that are sold as uk legal, its a bit grey. If insurance is your priority, then best stick to complete e bikes rather than kits.

Might not be an issue with theft more likely with liability.
