Bms is inside the battery only the battery specs can tell you any rating.

PAS usually goes on the rhs but your is on the lhs, it depends what the specs handing is for it but often one can fit it on either side. If fitted on the lhs side the magnate disc face mad need flipping over because of the magnet pole faces.

It's a shame you didn't ask here first before buying the kit as we could have made sure everything will work, I have been using Kt stuff for years and never had an issue with any compatibility.
It is easy for me to say that as I understand them when fitting them, it is different with a third party such as your self as we don't know 100% the exact parts you have and how they have been fitted or wired up via forum talk.

The kt9 you have is bit weird and not one I have seen, it certainly is missing the white signal throttle wire for it to work.
The PAS should be relatively easy to fix and make work, you will need to let us know the kt9 P & C parameters in the advanced settings on the screen to see if something is a miss or if the pas fitting is not quite right.

As regards to the PAS we need better clear pics of the fitting and the wire colour to colour connection to the controller.
Is the PAS with led light ?
If the PAS is meant for rhs fitting then when fitting on the left, the magnet disc face that says face side or face out has to be flipped over as I mentioned so the magnets pole are orientated correctly. If PAS engages the motor by back pedalling then this proves that the magnet disc orientation is wrong so one flips the disc so the opposite magnet pole is being picked up by the sensor.

As we can't have the bike in front of us to work on, only very clear close up pics and your word can help us sort your problem out, for the throttle I can;t help as it is afaics not right.

You need to start form the very beginning as tbh we don't know from the kit list what exactly you have.
1. A clear pic of your controller and the wire connectors nicely laid out.
2. A clear pic of the additional wire loom from controller to display.
3. The actual designation of the PAS supplied, 12 magnets doesn't mean much it is the sensor type we need to know.
4. We know the ldc9 but not 100% that the throttle can work with the missing white signal wire.
5. Details/link to your battery.

For parameter settings one turns the display on and with in 5 secs has to depress up/down pads simultaneously until the display changes and the basic parameters appear. A quick press of the on/off button should toggle through each parameter, when one has gone through the first set of basic parameters again within 5 secs depress up/down again together to enter the five P settings. Toggle again each of the P's and write them down.repeat the same process for C settings. There should be no need to enter L settings.

For simplicity and ease I either stick with lcd3 or the discreet lcd4, the colour displays hold no interest for me and doubt they add much to the ride experience.

The sellers profile rating isn't great and only 98.6% which is quite poor really. I wouldn't have bought from them.

One needs to check the battery voltage manually with a meter for a reading, never assume that battery is fully charged without a reading. Then tell us that reading as often we can see if there is a problem not always evident to the layman.

If the battery has led's and they don't show then obviously something is not right with the battery. it may be a an internal fuse or the BMS has switched off. If one can't get a voltage reading then this is likely.

When things go wrong with an ebike kit.it is usually something simple, but to find the simple something one will need to fault find to find it.

Voltage then is fine.
So when the controller is wired to battery, the battery doesn't switch on ?

What hub motor is it ?
A geared hub will freewheel with no controller unless the motor axle cable is shorted, a DD hub has no freewheel so it won't and is impossible to ride with no power.
