There is no switch a such to turn PAS on but if the C1 value is incorrect then the PAS won't work.
Show us the PAS unit you have fitted to determine the correct C1 value.

C1 value 2 is likely if it is 12 poles on the magnet disc, other wise try value 1 or 3.
The other values for C1 won't work for that disc type.

Check the sensor head has a 1mm gap to the sensor, if the gap is larger they tend not o pick up the signal.
If it still doesn't work check the wiring is sequenced correctly & if still not working wire test it and see 5v is seen between the Gnd Black and 5v Red pins, then test Gnd to the other colour Signal wire and see if the voltage changes when PAS is initiated.

P2 is probably wrong, set it to #1. BPM usually only has one speed magnet.

P1 looks a bit high so any speed read out will likely be over reading, try #84 and then use a GPS to confirm the speed. Adjust value down if over reading or up if under reading.

As I said try P2/1 to see if it works, if you gt a silly reading like 50mph or so then it means you do have 6 magnets so change the setting back. You may just have to put up with zero speed when coasting.
