Now it's beginning to make sense although I don't believe the bike had one of these on it before this all started to go wrong when I get home from work I'll try posting a photo

Some motors do not need a torque arm; for example the XF07 we have from Woosh. Any high powered ones or ones with aggressive startup certainly would. You need to make sure the axle bolts are good and tight (but not too tight) if you don't have a torque arm, and fixed with good grippy washers.

I've been and had a look outside my house where the wheel came off last night and there's no sign of any parts

There is something wrong in the arrangement of bolts and washers along the axle if tightening the main bolts stops the wheel spinning freely. Not e-bike specific, the same would apply whether or not there was a motor in the hub.

Possibly do you know of any particular order they should go in, bearing in mind this bike is approx 15-20 years old and I'm at least the 3rd owner it may not be as it was

Anti rotation (A/R ) washers are they in place should be on the inside of the axle drop out.
AR washers are about 2-3mm thick with a small right angled tab that sits in the drop out.

Some nice pics of the bike up turned with the wheel in situ.
