Not just Canada, all the major producers have adopted similar tactics, China, japan, the eu. US manufacturers need Canadian steel, aluminium, oil, lumber, electricity. If all the suppliers restrict exports of those goods, there will be less pressure on them to eat some of Trump 's tariffs because facing short supplies, their US customers have to reduce their activity. Also, the move makes US produced goods costlier to make, thus less competitive against worldwide manufacturers and job reshoring less likely. Before long, US manufacturers will pressure Trump to carve out concessions.I think that's called cutting off your nose to spite your face.
