If it's burning gas, there is no diesel. It doesn't take a genious to figure that out. Instead, you get gas fumes, but the boat is doing 16 knots and the exhaust is behind the deck, so whatever fumes there are, you won't smell them. That's how physics works. Even if it were a diesel, there would be nothing to smell.

I don't think that has any impact on the flood. You need clouds in place before you can seed it to turn it into rain, hence the name of the company, rainmaker. It's currently not possible to create a weather system with rain seeding technology.
The seeded clouds would have disappeared, turned into rain within a couple of hours or dissipated within a day.
The flood was caused by remnants of storms.
