Tongxin Goldant motor rpm for racing bike (700) wheel?

Any suggestions from those in the know about what is the best rpm motor to get for fitting into a race bike wheel? I would normally go for the highest is best approach but I suspect that as this is a low power system that it might lack some torque. Does anyone know what Cytronex would recommend or what works best on a lightweight racer? I note that Jerry uses a 260rpm for the Brompton 16" wheel to get 15mph so in theory a 260rpm motor in the 700 wheel would give about 22mph but would it work OK?

175RPM legal and 190RPM non legal for a 700c wheel.

Given these motors need to be treated with some care I would stick to 175 or 190RPM in a 700c wheel.
