TSDZ2 gives no pedal assist below 10 mi/hr

I've finally just taken a good shakedown ride on my bike with a TSDZ2 750 watt kit motor that I installed. What a wonderful experience! But, the pedal assist does not come on until I reach a speed of about 10 mi/hr. Above that speed, the assist behaves nominally - proportional to my pedaling effort. Can anyone help me with getting the assist to kick in at a lower speed - I can't carry a speed above 10 mi/hr on our steep local hills!
