No, it's just a French way of expressing the rough overall size, diameter and width of a tyre when on the wheel, in millimetres as 700mm x 38mm it's similar to the English/US way at 28" x 1.5".

The other measure I gave is actually the ISO method. The first size of 40 is the rough tyre width in millimetres, the second of 622 is the rim diameter at the tyre bead point in millimetres, thus 4 x 622.

There's no definitive indication of best, generally the French 700 way is used on "road", i.e. race style bikes and English/US measure at other times as you'll have seen with references to 16", 20", 26" wheels etc. The ISO sizing is just an alternative often shown on tyre walls but not very popular in common use.
