These velomobiles are quite common in the Netherlands, and most are far more streamlined.

Basically they are recumbent trikes with bodywork, here's a popular example:

I saw a few velos when I volunteered at a control for the London Edinburgh London audax.

They were comfortably in the field with the other cyclists.

Given a fit pilot, a velo is capable of keeping up a steady touring bicycle average pace.
