oh:cool: i never seen a tonka truck before :( i think if it was driven fast enough though it could still hurt lots

Yes, they are steel and plastic, but the plastic dominates the appearance of most models. This is their classic model that kicked the concept into life:

Not strictly true, the most popular and classic Tonka shaped trunk the Mighty Dump was introduced in 1964 and was made of metal...but yes they are also made from plastic.

I haven't followed them that closely, I'm just going by those I've always seen the kids with, and they seem to be mostly plastic. I suspect many might not even be by Tonka, but that name has become a bit like Hoover in the generic way it's applied.
