Why restrict our bike speed ?

I just cannot see why there are any restrictions on bicycle speed - this guy seems to have it sorted out. What are the problems

There's no restriction on bicycle speed of course, only on that of power-assisted bikes with sound reasons.

I'm building a similar speed bike for the Bristol open race, but there's not so much stopping distance at the top of Park St. Does anybody know where you can get those parachutes from that dragsters use? I need something like that to stop in time.
