All this rhetoric about the environment and then this kind of idea.

Save all the bull, just tax people from birth for each breath they takes till death.

Let people drive a car, ride a bike, walk, live off of sustainable means, whatever. Just let people live the way they choose without penalising for individual choice.

How would they manage it, GPS tracking on every vehicle? and what about when you're on private land?

Ridiculous.
GPS tracking not so much, but a black box in most modern cars is a fact of life already, don't you know? Just that it's not utilised for Governmental purposes, is all, but the makers can interrogate it for service information [1]. It's a small step from that to integrate it with GPS and have full knowledge of where a vehicle is and how far it's gone this week or month.
Note, that site is about motorcycles, and we can only hope the technology stops there, as it wouldn't be worthwhile or very practical to impose it on e-bikes, at least for now.
So, far from being ridiculous, it's a very real threat and might well happen.

[1] Nissan and Toyota were very, "oh, umm..." when questioned about these boxes.
