    The 'flange offset' I think is the distance by which the spoke flange is distant from the wheel centre line. You have this wrong with the 'wheelbuilder'. Be sure to measure on the actual hub.

    On the front hub dimensions (picture) you attached, the dishing offset is 'Dimension F = 8.2mm'. Also note WR =58 & WL =42, which gives the 16mm difference which requires offset of 8mm.
